Consent Decree

Washington Sanitary Suburban Commission (WSSC), Laurel, MD

In order for WSSC to meet the requirements of the consent decree, ECE’s engineering consulting team developed a Dynamic Hydraulic Sewer Model for the planning department at WSSC using InfoWorks CS software. This model is currently being used at WSSC to forecast future needs and effectively distribute funds for planning and design purposes based on the needs of the collection system.

ECE assisted the client in the preparation of an interactive, electronic operation and maintenance manual. Field surveys to collect equipment information to create contents necessary for the manuals that included equipment inventories, ID (tag) numbers, and operation details; collection of all pertinent existing documents and distribution of copies that include drawings, vendor submittals, and specifications; checking the accuracy of drawings and documentations against current status in the field, and providing updated information were a few of the tasks performed. Other various tasks included drawing revisions, conducting photo surveys of the pertinent equipment, and investigating and troubleshooting any problems encountered.

Cross-Connection Prevention

Under the Cross Connection Prevention Program, ECE has assisted utility clients in identifying current and potentially possible cross connections between potable and non-potable water uses. ECE also assisted utility clients in recommending solutions such as use of Backflow Preventers (BFPs) based on best management practices to eliminate these cross connections.
