Value Engineering Studies
ECE has performed Value Engineering (VE) studies and analysis on construction projects to determine if other construction methods and materials provide technically viable alternatives. By providing alternative construction methods and materials through VE studies and demonstrating that the alternatives meet the functional requirements of the project at the lowest life cycle cost, clients are able to determine if budgeted financial resources are going to be efficiently spent.
Cost Estimates
ECE has provided construction cost estimates of different public infrastructures. We use cost estimating and scheduling software packages as one of the tools to generate cost estimates. Our estimates have been used by clients to reliably budget and monitor the construction cost of projects.
Shop Drawing Review, Design Drawings
ECE utilizes its knowledge of Design Guidelines to provide review of engineering designs at 35%, 65%, 95% and 100% stages of design. We use an internally designed checklist to ensure a thorough review process and assess the adequacy of design and contract documents.

ECE’s experience in the management of public facilities include special construction services that involve providing an independent value analysis and independent cost estimate. We offer a flexible management approach that minimizes the effects of design modifications and revisions on estimated project completion time.
Construction Inspection
ECE performs engineering inspection services during construction to ensure that work is being implemented according to the design documents and to determine if contractors are following good workmanship. Our inspectors have experience with construction methods and good engineering practices required during construction. Our services include but are not limited to: resident observation, progress meetings, Quality Assurance and Quality Control, bid analysis, change orders, document and information management, public presentation, and As-built drawings.

ECE provides construction monitoring services to various clients in a wide range of projects across the state of Maryland. The type of projects range from water & wastewater to pumping stations and stream bank stabilization. Services provided by ECE include weekly and monthly site visits, RFI review, change order analysis, progress meetings, reports and other documentation.
