For over 20 years, ECE has performed Phase I Environmental Site Assessments (ESA) in the Mid-Atlantic region. We search for the presence of Recognized Environmental Conditions (REC) that may impact or affect the value of real estate properties during the property transfer process. ECE environmental professionals review and analyze background information on the properties, perform site inspections, interview people with knowledge of property and the vicinity, review environmental records, and document findings in a report prepared for the clients.

ECE performs the Phase II investigation after the Phase I ESA. Phase II involves a more comprehensive site investigation that may include soil boring, monitoring well installation, performing soil gas surveys, and sampling and analyzing samples from soil, groundwater, and surface water.

OWS Efficiency Study, Tyndall AFB
Since its formation, ECE has assisted clients in complying with regulations through the review of existing regulations and has kept its clients up to date on the changes and/or revisions made by regulatory agencies. ECE evaluated the facility’s Oil Water Separator treatment efficiency for wastewater to comply with Bay County Advanced Wastewater Treatment (AWT) requirements. ECE reviewed Bay County pretreatment ordinance and defined required pretreatment limits, investigated/characterized the process at each OWS, investigated the capability of existing OWS to provide sufficient treatment to comply with Bay County AWT standards. ECE also evaluated and recommended OWS repairs or upgrades for compliance.

Waste Minimization
ECE has conducted waste minimization studies at different sites. The sites have varied from industrial sites to maintenance facilities.
ECE utilizes its in-depth knowledge of regulations to assist clients in meeting hazardous waste management responsibilities. In developing hazardous waste management plan, ECE conducts site visits to document hazardous waste management practices, obtain hazardous waste material inventory, classify hazardous waste generation process and interview facility personnel. The studies involve site visits, hazardous material inventory, and interviews with facility personnel. Our Management Plans comply with applicable regulations and outline procedures for storage, accumulation and disposal of generated waste.
ECE has many years of practice focused around evaluation of various technologies to determine applicability, feasibility and efficiency in treating contamination at sites. Proven and emerging technologies are compared to determine which are most cost effective, applicable and efficient at cleaning contaminated site. ECE usually develops site specific technologies while using the experience gained from similar sites when choosing applicable site-specific solutions. Our experiences include applying biological methods to treat waste at different sites.

Spill Prevention Control and Countermeasures Plan
ECE has prepared spill prevention control and countermeasure plans for different facilities in Maryland, Virginia and Washington, DC.We keep up to date information on 40 CFR Part 112 that outlines Spill Prevention Control and Countermeasure Process. Environmental personnel visit sites to document existing oil storage areas and the facilities layout.
We assist clients in preventing stormwater pollution by developing a plan that outlines necessary and required steps to ensure that stormwater pollution is eliminated or minimized. ECE reviews available options that are site specific to establish the Best Management Practices (BMP).
